Vitalina Montoya Farias, 23, is charged with second-degree taking a motor vehicle without permission and third-degree driving while license suspended, court documents state.

She was seen driving the Jeep in the area of North Avenue and N. 13th St., records show.

He said she took the car when it was left running with the key in the ignition.

Farias initially failed to stop when officers attempted to pull over, records show. She pulled over about half-a-block later.

Nassar told officers he did not give her permission to drive the vehicle.
