Grandview designates urban land for future use

GRANDVIEW - Grandview's planning commission held a public hearing Wednesday night to hear comments on whether the city should amend its urban growth future land use designation map.

The commission has been reviewing Grandview's Urban Growth Area (UGA) as required by the Growth Management Act. The UGA consists of designated properties outside the corporate limits of Grandview that are anticipated to annex into the city within the next 20 years.

The future land use designation limits the zoning designation of the individual properties to zoning that meets the general designation of the future land use map. Grandview will use this map to guide development and to assist in evaluating annexation and development proposals.

Michael Buchanan of the Yakima Valley Conference of Governments told the planning commission the proposed land changes to the UGA would be to pre-designate the outermost residential parcels in the UGA to low density residential or R-1 single family residential, re-designate 13 parcels located south of Forsell Road and north of the abandoned Union Pacific Railroad right-of-way from industrial to residential and re-designate 13 parcels located east of Elm Street, west of the Sunnyside Valley Irrigation District canal and north of Bonnieview Road from industrial to residential.

Some Grandview residents wanted the R-1 and residential class explained.

Buchanan told them R-1 meant that if the city ever annexed the land and the owner wanted to build on it, they could only apply for permits to build a single-family residence.

People having their land classified as residential would be free to apply for permits to build multi-family units, mobile home parks and single-family residences. "Any kind of residential area," Buchanan said.

Some residents thought they were being annexed by the city. Buchanan explained the city wasn't annexing any land, only designating land for future growth. He added people would more than likely have to ask to be annexed into the city.

After residents' questions were satisfied, the planning commission adopted the findings and recommended to the city council the proposed future land use map amendment be approved and submitted to the Department of Community Trade and Economic Development (CTED) for 60-day review.

CTED will either make recommendations or not and then send it back to the city to finalize the plan.

The Grandview Planning Commission will meet again Wednesday, July 26, at 6 p.m.
